Don't navigate the FAIR Plan alone.
If managing your FAIR Plan policy feels like more than you want to deal with, Five Bays Insurance Agency can take it off your plate. A licensed Five Bays advisor handles the portal, the payments, and the paperwork — and monitors the market until a better option exists for you.
Key Takeaways
- The California FAIR Plan's online payment portal is the only way to pay your bill online. Payments by mail are also accepted, but there is no phone payment option.
- Auto-pay is brand new as of April 1, 2026 and must be set up through the payment portal. It does not carry over automatically at renewal.
- Your policy number is printed on every bill and policy document the FAIR Plan has sent you. It always follows the format "CFP #######" with a space after CFP.
- If you don't have a broker managing your FAIR Plan policy, a Broker of Record change takes just a few minutes and puts someone in your corner to handle this for you.
How to Log In to the California FAIR Plan Portal
To access your policy, make a payment, or set up auto-pay, you'll need to visit the California FAIR Plan's online payment portal.
Before you log in, a few things worth knowing:
The portal requires your policy or quotation number and your mailing ZIP code to look up your account. The format matters here. If you're entering a quotation number, enter it without spaces (for example, "CFPQ#######"). If you're entering a policy number, enter it with spaces (for example, "CFP #######"). Using the wrong format is one of the most common reasons people can't pull up their account.
You'll also want to make sure your browser has pop-ups enabled for this page. The portal uses pop-ups to generate your payment receipt, and if they're blocked you won't be able to download it.
Once you've entered your information and passed the CAPTCHA, click Next Step to access your payment options.
How to Find Your California FAIR Plan Policy Number
Your policy number is printed on every document the California FAIR Plan has sent you, including your declarations page, any renewal notice, and your billing statements. It follows the format "CFP #######" and always includes a space after "CFP."
If you can't locate any of those documents, here are a few other ways to find it:
Log in to the California FAIR Plan website at cfpnet.com using your account credentials to view your policy documents and number directly. If a broker helped you set up your policy, they have immediate access to your policy number and can provide it quickly. You can also call the California FAIR Plan directly and provide your property address and personal information to verify your identity and retrieve your number.
If you don't currently have a broker on your policy, this is one of the clearest signs that having one could make your life easier. More on that below.
How to Pay Your California FAIR Plan Bill
The California FAIR Plan offers three payment plan options:
- Full Pay — one full payment of the total annual premium, with no installment fee
- Triannual (3 Pay) — three installment payments of 40%, 30%, and 30% of the total annual premium, with a $4.50 per installment fee
- Monthly (11 Pay) — an initial payment of 16.67% of the total annual premium, followed by 10 equal monthly payments, with a $4.50 per installment fee
You can pay online through the California FAIR Plan's online payment portal or by mail. There is no phone payment option.
Paying online: After logging in with your policy number and ZIP code, you'll be able to select your payment method and complete your payment. Keep in mind that payments can take up to three minutes to process. Do not resubmit your payment while it is processing, as this can result in a duplicate charge.
Paying by mail: Send your payment to California FAIR Plan Association, PO Box 840244, Los Angeles, CA 90084-0244. Note that BOP (Businessowners Policy) payments must be made by mail only.
A note on payment methods: Paying by ACH (direct bank transfer) is free. Credit and debit card payments are subject to a 3.5% processing fee charged by a third-party vendor. If you're on an installment plan, that $4.50 per installment fee applies regardless of which payment method you use.
Changing your payment plan: You can change your payment plan at renewal by simply making the initial payment in the amount listed on your renewal invoice for the plan of your choice.
How to Set Up Auto-Pay on Your California FAIR Plan
Auto-pay is a new feature from the California FAIR Plan, available beginning April 1, 2026. It was introduced in accordance with California Assembly Bill No. 290 and allows eligible policyholders to have their premium payments made automatically on each invoice due date.
Who is eligible?
Auto-pay is available for Dwelling Fire, Commercial, Commercial High Value, and California Earthquake Authority (CEA) policies. The following policy types are not eligible:
- Mortgagee-billed policies
- Premium-financed policies
- Businessowners Policies (BOP)
Which payment plans work with auto-pay?
Auto-pay is only available on the Triannual (3 Pay) and Monthly (11 Pay) installment plans. The Full Pay plan is not eligible because auto-pay enrollment is tied to recurring installments. If you're currently on Full Pay and want to use auto-pay, you would need to switch to an installment plan at your next renewal.
How to enroll:
Starting April 1, 2026, you can enroll through the California FAIR Plan's online payment portal. As part of enrollment you'll need to opt in to receiving emailed billing and autopay notices. You can use a credit card, debit card, or ACH for automatic payments. ACH is free, while credit and debit card payments carry a 3.5% processing fee.
If you have multiple policies under the same email address, your email opt-in can apply to all of them, but you'll need to complete the auto-pay enrollment separately for each policy you want to enroll.
Can I enroll mid-term?
Yes. You don't have to wait until renewal to set up auto-pay. If you're enrolling mid-term, just make sure any outstanding balance on your account is settled first. Once enrolled, auto-pay will kick in at your next invoice.
One important thing to know at renewal:
Auto-pay enrollment does not carry over automatically when your policy renews. You will need to re-enroll each year. This catches a lot of people off guard, so it's worth setting a reminder around your renewal date.
What notifications will I receive?
Once enrolled, you'll receive email notifications when an automatic payment is scheduled, when a payment goes through, and if a payment fails. However, all other policy notices including your invoices will continue to arrive by mail.
Can I cancel auto-pay?
Yes. You can unenroll at any time through the online payment portal or by clicking "Unsubscribe" on any of the emailed autopay notices.
